WPG20-4751: this action owns the environment-wide wallet kill-switch read. The snapshot app service cannot do it, because it is also resolved inside the TransactionManager Functions host, which populates no ABP property bag and so throws on any `FeatureChecker` read; here Volo.Abp.Features.IFeatureChecker is a plain constructor dependency the Blazor host resolves normally. The gate is not declared as a `[Feature]` attribute either: the provider is a route segment, so an endpoint-level gate would withhold Google Pay (which carries no toggle by design) along with the flagged wallets.
